City Council Approves Nearly $400K in Repairs to Krug Park Waterfall

ST. JOSEPH, Mo. — The St. Joseph City Council approved several improvement projects Monday, including nearly $400,000 in repairs to the Krug Park waterfall, additional work at Felix Street Square and more demolition at the Fourth and Felix Street parking garage.

The meeting also included a proclamation honoring the late Emilee Mae Bibb, with the council declaring Sept. 13 as Emilee Mae Bibb Day.

Bibb had hoped to become a special education teacher and was known for her passion for helping children. She was diagnosed with cancer in April 2025 but continued working toward her education while undergoing treatment.

In May 2025, she accepted a teacher apprenticeship with the St. Joseph School District.

Bibb died July 3, 2025. The proclamation recognized her hard work, strength, determination, courage and grace.

Krug Park Waterfall Repairs Approved

Council members approved a change order with E.L. Crawford Construction and an amendment to the parks sales tax budget to repair the deteriorating Krug Park waterfall.

The project includes repairs to the stone waterfall face and masonry, along with landscaping restoration, excavation, piping and concrete work.

The total cost of the waterfall repairs is $392,217.

Additional Felix Street Square Work

The council also approved an additional $14,414.59 in work by Herner Construction as part of the ongoing renovation of Felix Street Square.

A section of concrete behind the stage was found to not meet ADA accessibility requirements and will be removed and replaced. New concrete will extend from the ornamental brick sidewalk to the stage.

The change brings the related park sales tax budget amount to $51,067.28.

City officials say the additional work is not expected to delay the project, and Felix Street Square remains expected to reopen by the end of September.

More Work Approved at Fourth and Felix Garage

Additional demolition was also approved at the Fourth and Felix Street parking garage.

The city will pay Madget Demolition an additional $92,452.73 for work that includes installing Jersey barriers topped with fencing to block the former ramps leading to the garage's removed upper level.

The barriers are intended to protect both vehicles and pedestrians.

Additional saw cutting will also be completed to create space for more parking stalls and clean up several existing columns inside the garage.

One additional vehicle exit ramp will be removed in an effort to improve traffic flow once the garage reopens.

The council also voted to cancel its Sept. 14 meeting because several council members and city staff will be attending the annual Missouri Municipal League Conference.

The next St. Joseph City Council meeting is scheduled for Sept. 28.
